O Ministry of Mines and Energy presented a proposal to reform the electricity sector focusing on tariff justice, consumer freedom of choice, and financial balance. The measure seeks to modernize the system and make costs fairer.
Among the highlights is the total exemption from electricity bills for low-income families with consumption of up to 80 kWh, in addition to 12% discounts for other vulnerable groups, financed by the Energy Development Account (CDE).
The proposal also foresees, starting in 2026, the opening of the market to small consumers, allowing homes and small businesses to choose their energy supplier, encouraging competition and better rates.
Finally, it proposes a fairer redistribution of the sector's burdens, while maintaining support for essential public policies. Approval still depends on Congress, but it represents an advance toward a fairer and more sustainable system.
