INDICE DE MODULAÇÃO DA DCIDE E OS DESCONTOS TARIFÁRIOS DAS FONTES DE ENERGIA

A crescente importância da formação horária do preço da energia elétrica no Brasil tornou necessário distinguir dois fenômenos que, embora relacionados à comercialização de energia, possuem naturezas distintas: de um lado, os descontos tarifários regulados pela Agência Nacional de Energia Elétrica (ANEEL), incidentes principalmente sobre as Tarifas de Uso dos Sistemas de Transmissão e Distribuição (TUST/TUSD); de outro, o Índice de Modulação da Dcide (IMD), que representa o efeito econômico decorrente do perfil horário de geração em comparação com uma geração hipoteticamente distribuída de maneira uniforme ao longo das horas.

Desde a adoção do PLD horário, em janeiro de 2021, a hora em que a energia é produzida passou a ter impacto crescente sobre o resultado econômico dos agentes. A Dcide desenvolveu, nesse contexto, seus Índices de Modulação por fonte e submercado. O indicador compara o valor econômico da geração efetivamente realizada a cada hora, considerando o PLD horário, com o valor que seria obtido caso a mesma quantidade de energia fosse gerada em um perfil denominado flat, isto é, uniformemente distribuído pelas horas do período. O resultado é expresso em R$/MWh.

Assim, quando o IMD é positivo, a fonte apresenta um prêmio de modulação, pois sua geração tende a ocorrer em horários nos quais o PLD é relativamente mais elevado. Quando o IMD é negativo, verifica-se um desconto de modulação, porque a geração está concentrada em períodos de preços menores. O indicador igual a zero significa, em termos econômicos, que não existe prêmio ou desconto relevante em relação ao perfil flat.

É importante destacar que o IMD da Dcide não representa um desconto tarifário estabelecido pela ANEEL. O indicador é uma referência analítica de mercado. Seu cálculo utiliza, fundamentalmente, a geração horária das usinas disponibilizada pelo ONS e os valores horários do PLD divulgados pela CCEE. Atualmente, a metodologia da Dcide contempla as fontes solar, eólica e hidráulica, nos quatro submercados do Sistema Interligado Nacional — Sudeste/Centro-Oeste, Sul, Nordeste e Norte.

A diferença entre os dois conceitos torna-se especialmente importante quando se analisam as chamadas fontes incentivadas. A legislação brasileira criou mecanismos de redução das tarifas de uso dos sistemas elétricos para estimular determinadas fontes de geração. A Lei nº 9.427/1996, juntamente com sua regulamentação, fundamenta a concessão de descontos na TUST/TUSD para empreendimentos enquadrados nas hipóteses legais. A ANEEL disciplina a aplicação desses benefícios, inclusive por meio da Resolução Normativa nº 1.031/2022 e das regras de comercialização correspondentes.

Na prática, os percentuais de desconto tarifário associados à energia incentivada podem variar conforme o enquadramento da usina e do contrato. A documentação regulatória da ANEEL registra, entre outros, descontos de 50%, 80% e 100%, conforme a situação específica do empreendimento e da energia comercializada. A própria base de dados da CCEE para 2026 identifica montantes de energia incentivada com descontos de 50%, 80% e 100%, além de energia convencional com desconto de 0%.

Dessa forma, pode-se estabelecer uma distinção simplificada:

Portanto, não se deve interpretar um desconto de 50%, 80% ou 100% da energia incentivada como sendo o mesmo que o desconto de modulação calculado pela Dcide. O primeiro é um benefício tarifário regulatório, relacionado à utilização da rede de transmissão e/ou distribuição; o segundo é um resultado econômico associado ao comportamento horário da geração diante do PLD.

Essa distinção é particularmente relevante no ambiente de contratação livre. Uma energia incentivada pode possuir, por exemplo, determinado percentual de desconto na TUSD/TUST e, simultaneamente, apresentar prêmio ou desconto de modulação. Os dois efeitos podem coexistir e influenciar a avaliação econômica do contrato, mas são calculados por metodologias distintas.

Os dados mais recentes divulgados pela Dcide demonstram a relevância econômica desse fenômeno. Em maio de 2026, a geração solar apresentou índices negativos em todos os submercados: -R$ 89,94/MWh no Sudeste/Centro-Oeste, -R$ 60,41/MWh no Norte, -R$ 54,87/MWh no Nordeste e -R$ 52,86/MWh no Sul. Em sentido oposto, a geração eólica apresentou índices positivos nos quatro submercados, enquanto a hidráulica também apresentou prêmios positivos.

No caso da energia solar, o fenômeno está relacionado à concentração da geração durante o período diurno, justamente quando a elevada oferta fotovoltaica pode contribuir para reduzir o preço horário da energia. Em maio de 2026, o desconto de modulação da solar no Sudeste/Centro-Oeste chegou a aproximadamente 40,9% do PLD médio daquele submercado.

A geração hidráulica apresentou comportamento oposto: no mesmo mês, o prêmio de modulação variou de R$ 14,20/MWh no Norte a R$ 34,08/MWh no Sul. A explicação econômica está relacionada à maior flexibilidade operacional das hidrelétricas, que permite maior contribuição nos períodos em que a geração solar diminui e o sistema necessita de outras fontes para atendimento da carga.

A fonte eólica também apresentou prêmio positivo em todos os submercados em maio de 2026, variando de R$ 6,24/MWh no Sul a R$ 33,80/MWh no Norte. No Nordeste, região de grande concentração da geração eólica brasileira, o prêmio foi de aproximadamente R$ 9,93/MWh, equivalente a cerca de 6% do PLD médio do submercado.

Os dados evidenciam, portanto, que a simples comparação do preço médio da energia de diferentes fontes pode ser insuficiente. Para uma avaliação econômica mais completa, é necessário considerar pelo menos quatro componentes: (1) preço da energia; (2) desconto regulatório de TUSD/TUST; (3) perfil de geração e seu efeito de modulação; e (4) localização da geração e do consumo nos diferentes submercados.

Em síntese, a regulação da ANEEL cria os mecanismos de incentivo tarifário destinados a determinadas fontes e empreendimentos, enquanto o Índice de Modulação da Dcide procura mensurar o efeito econômico do perfil horário de geração diante do PLD horário. A combinação desses fatores é fundamental para a correta avaliação de contratos de energia no mercado livre. Uma fonte pode possuir significativo benefício regulatório de TUSD/TUST e, ainda assim, sofrer perda econômica decorrente de sua modulação horária; da mesma forma, uma fonte pode apresentar menor ou nenhum benefício tarifário e obter prêmio econômico decorrente da produção em horários de preços elevados.

Por essa razão, na análise de uma operação de compra e venda de energia, o percentual de desconto regulatório não deve ser utilizado isoladamente como medida de vantagem econômica. O valor efetivo da energia depende da interação entre benefício tarifário, preço contratado, perfil de geração, PLD horário, submercado, sazonalidade, flexibilidade contratual e riscos de exposição à CCEE. O Índice de Modulação da Dcide constitui, nesse contexto, importante instrumento complementar para identificar quanto o perfil temporal da geração agrega ou subtrai valor da energia comercializada.

“- COPEL sells R$ 450 million in 13 small mills to the Electra Group

COPEL sold a lot of power generation assets for R$ 450.5 million to the Electra Group. According to Diogo Mac Cord, Vice President of Strategy, New Business and Digital Transformation at COPEL, with the transaction, the company will focus its efforts on large mills. According to Claudio Alves, president of the Electra Group, the portfolio in SMEs now almost doubles, from 13 to 24, and the company is now among the ten largest in the segment. 73% of the funding came from Jive Mauá, through the issuance of Electra debentures to be acquired by the management company's infrastructure and credit funds.

- CMSE approves storage reference curves for 2025

The Electricity Sector Monitoring Committee (CMSE) approved, this week, the Storage Reference Curves (CREF) for 2025, updating the strategic tool for the management of the National Interconnected System (SIN). The resolution aims to improve the capacity to monitor the storage conditions of hydroelectric power plant reservoirs, making it possible to quickly identify situations that require exceptional measures. The CREFs vary according to the critical nature of the storage, and indicate amounts of thermoelectric generation to guarantee the supply of electricity even in adverse hydrometeorological conditions.

- SIN load is expected to increase by an average of 3.3 between 2025 and 2029

The Electric Energy Trading Chamber (CCEE), the National Electric System Operator (ONS) and the Energy Research Company (EPE) announced that the National Interconnected System (SIN) load is expected to expand at an average annual rate of 3.3% from 2025 to 2029. For this year, studies show an increase of 5.3% compared to 2023, with the result reaching an average of 79,899 MW at the end of the year. The analyses consider the Micro and Mini Distributed Generation and the integration of Roraima into the SIN in February 2026.

- Aneel approves rules for commercialization in 2025

The National Electric Energy Agency (ANEEL) approved, this week, the proposal for the 2025 marketing rules. The proposal, which takes effect in January, brings improvements to the modules resulting from new energy and existing energy auctions and the removal of the Differences Settlement Price (PLD) in the assessment of the penalty for insufficient ballast. Other changes are adjustments as a result of Resolution 1,067/2023, and changes in the methodology for calculating the Structural Unit Variable Cost.

- Prudential monitoring was effective, CCEE points out

Prudential monitoring in the shadow period was effective in mitigating risks in the sector and helped promote the transparency of the trading environment, according to the CCEE. Now, Aneel will open a process for the definitive implementation of the model, which proposes that generators, marketers, and consumers commit to sending their Leverage Factor periodically, which shows the exposure of companies to risks in the market.

- Retail consumer migration should increase the burden on nighttime

The migration of medium and high voltage consumers to the free market should stimulate the burden during nighttime rush hours, according to an analysis carried out by the ONS, EPE and CCEE. This is because, in the free market, consumers can use encouraged energy, benefiting from the discount on the distribution system usage rate (Tusd). In the captive market, they can choose tariff modalities (blue or green) that show a higher cost rate signal during the nighttime rush period, thus reducing consumption.

- Mercado Livre pushes generation expansion and changes auction profile

Among the mills that entered into commercial operation in Brazil in 2024, 84% were destined for the free contracting environment (ACL), according to data from ANEEL. The figures indicate that 299 power plants started operating this year (mostly solar and wind), of which 251 (with 8.5 GW of capacity) focus on the free market. A study by the Brazilian Association of Electric Energy Dealers (Abraceel) shows that the projects scheduled to start operating by 2030 have a 93% share of projects for sale in the free market.

- ANA resolution enables improvements for reservoirs in the wet season

New resolutions from the National Water and Sanitation Agency should help accelerate the recovery of the reservoirs at the headwaters of the Grande and Paranaíba rivers, especially the Furnas and Emborcação UHEs. The measures impose flow restrictions at the beginning of the wet period. Simulations carried out by the ONS indicate that the maximum average monthly runoff will be 500 m³/s and 140 m³/s, respectively, which corresponds to about 35% and 14% of their respective maximum turbining capacities. The resolution also covers the Mascarenhas de Moraes and Itumbiara power plants.

- Aneel must propose a solution for generation cuts in the first half of 2025, says director general

The director general of ANEEL, Sandoval Feitosa, said that the agency must propose, in the first half of 2025, solutions for power cuts. The shortailment problem is expected to be reversed before the next “windy harvest”. “It's important for companies and thematic associations to understand that ANEEL is making its best efforts. What we can't, in any way, is to seek the easiest solution, which is simply to impute that cost to the electricity consumer,” he said.

- Summer rains should guarantee the recovery of reservoirs, predicts Climatempo

Clima tempo forecasts that the storage levels of hydroelectric reservoirs will remain above 70% in the Southeast/Midwest, with the intense and frequent rainfall of October and November in the Paraná river basin expected to remain above average in the summer months. The positive configuration of the wet period, raising water levels, enabled a reduction in the price of energy, from the ceiling to the minimum level, in a short period of time

- Bill for the opening of the market should be in February, estimates Abraceel

Abraceel believes that the bill to open the market should be submitted by the government starting in February. This horizon is due to the approaching end of the term of office of the current presidents of the Chamber and the Senate. The text is expected to be simple and without details about the process. Among the points of attention that need to be addressed is the issue of subsidies and other costs that are left for consumers to pay.”
