O QUE SÃO USINAS REVERSÍVEIS

Usinas reversíveis (ou usinas hidrelétricas de bombeamento) são instalações que funcionam como uma espécie de "bateria gigante" para o sistema elétrico.

O princípio é simples:

  1. Quando há excesso de energia elétrica (por exemplo, durante a madrugada ou quando há muita geração solar/eólica), a usina usa essa eletricidade para bombear água de um reservatório inferior para um reservatório superior. 
  2. Quando a demanda por energia aumenta, a água armazenada no reservatório superior é liberada para descer através de turbinas, gerando eletricidade, como em uma hidrelétrica convencional. 

Por que elas são importantes?

  • Armazenam energia em larga escala. 
  • Ajudam a equilibrar a rede elétrica. 
  • Complementam fontes renováveis intermitentes, como solar e eólica. 
  • Podem responder rapidamente a picos de consumo. 

Eficiência

Nem toda a energia usada para bombear a água é recuperada depois. Em geral, a eficiência global fica entre 70% e 85%.

Exemplo prático

Imagine que durante o meio-dia há muita geração solar e sobra energia. Em vez de desperdiçá-la, essa energia é usada para elevar água ao reservatório superior. À noite, quando o Sol se põe e o consumo aumenta, a água retorna pelas turbinas e gera eletricidade.

No Brasil

O Brasil possui grande potencial para esse tipo de empreendimento devido à sua geografia e experiência em hidrelétricas. Projetos de usinas reversíveis vêm sendo estudados para aumentar a capacidade de armazenamento do sistema elétrico e facilitar a integração de fontes renováveis.

Em resumo, uma usina reversível não cria energia, mas armazena energia elétrica na forma de energia potencial da água, liberando-a quando necessário.

SOURCE of concern

“The Ministry of Mines and Energy (MME) published today (15) the notice that regulates the selection process for accessing the seats of the National Energy Transition Forum, the so-called SOURCE.

The Forum is the advisory body for the design, operation, and monitoring of the National Energy Transition Plan (PLANTE), the operating arm of the National Energy Transition Policy (PNTE). Last August, through a Resolution, the National Energy Policy Council (CNPE) created the basic structure of the PNTE and its advisory (Source) and tactical-operational (Plante) arms, however “unfilled”. It is therefore now necessary to set up the Forum and then to prepare the set of PLANTE objectives, actions and goals.

THE SOURCE:

➡ There will be 87 seats in total, 29 for each major segment: government, civil society, and business. A considerable size, which will have the challenge of being operational;

➡ It will have, of the 29 governmental seats, 19 for the federal government, and 5 + 5 for states and municipalities, 1 per region;

➡ It will have its assembly process completed only at the end of May. This represents a gap of 9 months in relation to the “mother resolution”, which created the PNTE. Once assembled, the SOURCE must contribute systematically to the preparation of the PLANTE, which will also require time. In other words: it seems that we will only have PLANTE prepared, validated and made official around 2026, the full electoral year.

➡ It will adopt the model of elections by segment and its representatives will serve biennial terms, with renewal allowed only once. The Public Notice refers to the 2025/26 biennium.

“Supplementary Law 212/2025, creating the States' Full Debt Payment Program, was published this Tuesday, January 14. Propag aims to promote the revision of the terms of the States' and the Federal District's debts with the Federal Government, in order to support fiscal recovery. “Last Friday, President Luiz Inácio Lula da Silva signed Bill 576/21, converted into Law 15,097/25, and established the regulatory framework for offshore wind power. According to entities, the legislation came with vetoes of several devices that could generate serious distortions in the electricity sector and make Brazilians' electricity bills more expensive. It is now necessary to maintain these vetoes to prevent this additional cost from returning to the consumer's bill when the National Congress returns from recess.
